In order to qualify as a Kei car in Japan, a vehicle must have a maximum displacement of 660cc and a maximum length of 3.4m. The current-generation Chevrolet Matiz/Spark meets neither condition. South Korea, where the Matiz originated, has its own rules for gyeongcha (same meaning as Kei car) that allow cars up to 1000cc and 3.6m. The Matiz/Spark was designed for these rules, not the much stricter Japanese rules.
