Ask HN: Does legal team object if manager wants to send feedback for contractors

Hi HNer’s, I work as a consultant/ contractor for a company. I asked my manager to provide feedback since appraisal cycle is going on. She said she needs to correspond with the legal team first since they keep on changing the rules all the time. Her response quite surprised me coz last year itself she had send kind words about me. So my question to HNer’s is - is there really a system wherein legal team of the company decides if managers should send feedback/ testimonials for contractors?
