Beyond funding is the issue of regulatory capture. The FAA is too cozy with the plane manufacturers, allowing them to help test,certify,document their own products. The biggest overarching change I would like to see is the abandonment of allowing manufacturers to extend the type rating of airframes indefinitely and designing to avoid costly recertification and training vs a true focus on safety and innovation.
