There is a Python API called TRACI that allows you to change the simulation while it's running. There is also a deep RL framework called Flow (https://flow-project.github.io https://flow-project.github.io) that builds on top of SUMO that shows how autonomous vehicles could potentially eliminate shockwaves in traffic
