Honest people are rare. An honest person will do the right thing even when they think no one else is watching, and even when they believe they will never be caught. That, of course, brings up the question of what the "right thing" is. In a society with no moral absolutes, what is the right thing? Who is to say that a greedy agent is not a good person, as compared to an honest agent?
