Assuming you're coming from North America, I found across Europe when my laptop was plugged into 240V I would get this, while 120V in North America was fine. It would also vary depending on the power draw - when the battery was recharging it would be worse (I think). I ended up unplugging and running off battery as much as possible, and eventually buying a smallish bluetooth keyboard and mouse to take on trips.
