Maybe this is naive, but don't tariffs, like subsidies, risk encouraging local inefficiencies? So your point of view seems shortsighted? I understand that in theory they can be used to capture externalities to level the playing field, but I find it hard to believe anyone can really figure anything close to the real amount of "unfairness" (for lack of a better word)
