They have a bunch of nuclear reactors whose cost has already been paid for. That cost is not reflected in current electric rates. When they try to build new ones, the cost is ridiculous, and they find building renewables sources would be cheaper. The whole show is government owned (EDF, Areva (or what they are called today)). and thus a lot of money is coming from the government - like financing for acquiring Areva parts. The government keeps nuclear power afloat with huge amounts of money. EDF is 56bn€ in debt and can't pay for the maintenance/replacement of its aging reactors. The new Flamanville reactor is now at 11bn€ cost...
