Different things work (or don't) at different scales, and with different mechanisms. Is Ycombinator limited in size by available money? Those programs/funds are selective, and tiny by economy standards. There are all sorts of public GDP, arts, and innovation boosting programs, but they tend to be quite different. In any case, I think those things are wealth, and if they were massively larger and involved lots more people then that would be more wealth equality.
