Do you mean that there are other American cities without rampant homelessness, and that capitalists would wrongly accuse them of being communist? In other words, that capitalism can exist without homelessness? Similarly (but with blame elsewhere) do you mean that the author is being naive by assuming that rampant homelessness is caused by capitalism, specifically? Or do you mean that homelessness is a necessary evil to maintain capitalism?
