It comes down to what the goal was of the program. Was it to issue $700MM and incentivize people to go into public service? If so then it really did fail if they only managed to dole out $10MM or so. I would think the end goal would be that the program could say "Hey you gave us $700 MM and we managed to get all these public servants in it and on track".
