It used to be simple. Government taxed their citizens. But now at a certain level of wealth you can turn yourself into an international corporation. Who isn’t really a citizen of any one country. No one is going to ban international business. So the ultra rich will probably continue to get away with this. And the upper class (100k - 500k a year) will bear the tax burden.
