Why would you need "a whole VM"? Just run it as a systemd service or a Docker/Kubernetes-managed container on one of the VMs that run the rest of the application. Also no need to use all those AWS-proprietary services, just use an existing task queue system based on PostgreSQL/RabbitMQ/etc.
