  That is funny. Governments and threehuggers created powerful incentives for that and now they are surprised. Sometimes it's just a consequence of giving the government the power to create such legislation. If you're a manufacturer with deep pockets it generally benefits you that there be more laws and regulations because: a) You can write them and create barriers for your competition b) Unlike startups or smaller competitors, you can tolerate additional regulatory spending that doesn't benefit the customer

  ...and what are you going to do about it? The whole Central Europe is supply chain for these manufacturers, the whole political, executive, and criminal world drives their cars. Top management and executives of these manufacturers are basically deities. To a certain extend these manufacturers are the EU. but hey - at least the headlights are complicated, technologically advanced, and expensive to maintain like never before!
