To your point, when I often see the "shell script" solution it's often missing basic things you'd want like version control or any kind of bread crumb trail (I find myself sshing in and "grep -r" trying to find things). That works if you're cobbling something together, but doesn't scale beyond 1 person. It's tough to get the correct level because you can ansible > docker > install an rpm or just change the file in place. Both have their place and "hacky" solutions can work just fine for many years.
