No it's not a matter of productivity. I usually find my european coworkers more productive than the american ones : less bullshit, more action. We work less, we we get as much done. IMO, It's a matter of how we see risks. The american culture value risk taking more than the european one. This affects investment, pride, communication, etc. It has very good and very bad side effects of course.
