If Facebook wants to get ahead of and control privacy regulation, Zuckerberg needs to create an arrangement with a third party to push his agenda. IE - a charismatic CEO from another company that has a good public image. If it was done correctly, he could be pushing the exact same agenda and be getting kudos instead of (completely justifiable) skepticism. Politicians will be especially susceptible to this kind of proxy-ism.
