Nobody disagrees that you can of course ask for a delivery/handling/whatever bullshit fee. But the law should require that you mark that as such and that you must make it known that it is not a fee on the photo. Additionally it should be required that if you are providing access to photos for a fee, you need to let the buyer know it's public domain.
