I think in this context 'framework' means "a way is provided to" not in it's technical sense. The developer was complaining that there was no system in place to sell apps to users - not that there was no gui toolkit to write them.

How can you sell apps for phones that don't exist yet? Ovi store and Intel AppUp will allow sales for MeeGo when the time comes.
