  This makes the most sense, especially considering Level 3's very careful wording in their press release. This kind of thing happens all the time, relatively speaking. There's really nothing to care about here. If you get upset over this, you're just playing into Level 3's hand. They're exploiting the "net neutrality" concept to try to get a better deal out of Comcast, even when this has nothing to do with it. How extremely disappointing of them.
