What exactly is this? They are not a band, are they?

It’s a radio show, with an associated streaming service/record label. Many public radio stations carry it on Sunday nights, even the “traditional” format ones that are mostly classical music and news. It was my first introduction to ambient music, and the host’s voice gives me a mix of nostalgia and panic (as it meant I needed to be getting on with my homework).
