This is bad advice. Having a connection or contact may help you get an interview, but from then on you are on your own. And I have never seen a technical interview which was conducted by someone who was not technical and who did not know the "answers". Screening interviews may be done by someone without deep technical skills, but if you are going to be responsible for something, you have to be vetted carefully. Hiring an employee represents a substantial commitment of money and other resources. Poor performance is very expensive.
