The 30% ruling isn't for those outside the EU, but to a first approximation for anyone who's a highly paid professional that's hard to hire domestically blah blah who wasn't previously residing in either The Netherlands or in the border regions of Belgium and Germany. There's plenty of Germans, French etc. who have the 30% ruling.
