In a different HN thread, people were discussing how racially diverse California has become, largely due to the tech industry. I wonder if that could have anything to do with it? As youth see more and more people who look like them find success, maybe they're less inclined to turn to a career in crime? (Pure speculation here. I'm not from the area.)
