On current Ubuntu releases gdm (login screen) now runs on VT1, which is what you are trying to switch to with Ctrl-Alt-F1. Your current session is likely on VT2

On current Ubuntu releases gdm (login screen) now runs on VT1, which is what you are trying to switch to with Ctrl-Alt-F1. Your current session is likely on VT2 (Ctrl-Alt-F2)
You could try Ctrl-Alt-F3, F4, etc to get a login terminal.
