Wouldn't the simple fact that the CDC now owns patents on vaccines qualify at least as a conflict of interest that would justifiably erode trust? Trust is power and power corrupts. Its part of a natural cycle that occurs. This is why we develop organizations with strict constraints and methods of accountability such as the separate branches of government.
