The new engines are not that much more powerful (NG: 120kN, MAX: 130kN max thrus), its that they are physically larger. The issue (nose up tendencies at high power settings) was an issue with the 737 Next Generation as well, its just more prevalent with the Max. Also, nose up tendencies at high power settings is a known issue with all jet aircraft that use underslung engines.
