Ah, I hadn’t realised OP was talking about the region of Romania - and yes, it’s heavily industrialised, with a single lane in each direction road as the main corridor. We saw a truck barrel off it into a field, when it was trying to overtake another truck. Agreed that there’s no good reason not to.
