In the Google case, I don't believe the files were ever deleted. While the article says they were unable to download it again, my understanding is that Google never deletes or prevents access to your own files on Drive (in cases like this). So maybe something else was going on here I'm unfamiliar with. Google was preventing the sharing of the files, but that should have been it. (I'm a googler, but don't have any direct info on this specific incident)
