This is common in Africa and the Middle East, too. The plumbing systems weren't built with paper waste in mind. You don't throw "shit stains" in the bin, you use a hose or bidet to wash, then dry with paper, and throw the paper in the bin. Pretty straightforward, and not disgusting.
