I would have thought that instead of trying to convert existing CC holders, you would have a better shot at converting cash/debit card holders who don't have great alternatives. Often these people will have low credit scores, keeping them from the very best CC opps, but by linking to their cash balance, you can give them rewards without having to handle credit risk.
