They have the most diverse set of businesses of any company, so this makes sense.

  Why is product diversity a driver of lobbying? Does Amazon have to lobby anyone at all? There are institutional investors who have stakes in a much wider variety of companies than Amazon. Why aren't they at the top of the list?

    The headline says “more government entities”, implying diversity of regulations-they-care-about.

    Because investors don't need to lobby on behalf of their companies; the companies they fund can lobby.
