First thought when I heard the news was BGP hijacking (ignoring whether accidental or deliberate). Doesn't the symptom fit other known cases like the Telegram incident in Iran last year, just at a larger scale? Admittedly networking is not my strength, so perfectly happy for someone to shoot down this hypothesis.
