All Gmail would have to do to fix the issue is consider the link target when diffing to determine which part is quoted from previous messages. I've noticed this myself on the occasion I end up requesting a password reset multiple times. It's annoying at best to have to click open a closed message and then click again to show the quoted text. I'm sure it took me a minute to figure out what was going on the first time I encountered this.
