When you're in a privileged position its easy to say we must wait for the perfect solution. When you aren't it's easy to rush to a solution. I've been in both positions. I suspect what we'll wind up with will be a two tier system (kind of what we have now) that covers almost everyone, but this system won't make anyone happy and the debate will continue.
