I'm willing to hope that the US case is just pure incompetence, but the attack surface is very large and we've seen that foreign state actors are extremely motivated to meddle with elections. Whether it's incompetence or foreign attack, the damage done will be the same in both cases, so it's a terrible system to use either way.
