That is the end result but I doubt it's intentional, probably in an effort to try to get clicks (and therefore ad impressions) they write stories people are interested in reading, and people are interested in things that fit the narrative. But then again there are some fun Hearst quotes about being able to spin anything he wanted so who knows.
