CRI-O isn't comparable to Docker for developers, it's a replacement for Docker when used as part of a Kubernetes cluster. The thing is that whilst various operations are shipping bits of the functionality that Docker provides in various different tools, for developers working with containers none of them (that I've seen) have an easy to use, cross-platform setup.
