2 main reasons i can say about this are: 1. creating application in PHP is quite easy. no servlet , no configuration and just start writing the application. 2. PHP hosting are cheaper. But now a days Google apps are providing free hosting for Java apps. BTW I am quite in favor of Java web apps. Java web apps are more stable and maintainable.
