The thought is more like, if everyone goes to the city park nearest them, each city park can bear the traffic. If everyone around the world visits just this one city park, it becomes unsustainable. So nobody owns anything, or has exclusive right, but when each area is used mostly by the respective locals, it's more sustainable all the way around. That's the tension.
