Wrt the "My Homepage" idea: one of the ideas driving IPFS is just this [1]. A barrier to IPFS is that they (necessarily) reject HTTP in favour of something in some ways like Bittorent. Les Orchard wonders if some sort of profit system could bootstrap the system. The IPFS folk have proposed an interesting cryptocurrency, Filecoin [2], allowing people who want their content hosted can pay people who offer hosting services; the core idea is that proof-of-work can be replaced by proof-of-replication, which I think is a nice idea.
