I think on one level the author has a point. Fullstack developers make sense for early startups who can only hire 1 or 2 developers, or who only are 1 or 2 developers. However once you start growing and probably need to rebuild your app, it's time to hire multiple specialized developers. If an established company is recruiting fullstack developers it could be because there is a manager who thinks, "Why hire two developers when I can hire one?" Which is magical thinking as there is always a trade-off.
