There are no shortage of government IT projects around the world that end up like this. I've known of several major high profile ones where I'm from that were the exact same story. Always decades to deliver, always hundreds of millions over budget. Never works. I truly do wonder exactly how much software you could produce if you had 2.2 billion dollars to do it. Governments are getting taken for a ride.
