This is the problem right here - "It took her office almost four years to secure $36 million for updated assessors’ hardware and software that can, among other things, give priority to cases in which delays may prove costly." Why the hell does it cost $36 million for that? It's typical bloat/waste/padding as far as I'm concerned. Just another municipality that pisses taxpayer money away. I guarantee you that a private business could have made that for a fraction of the price.
