I don't know about governments, by at my last job the transition to cloud was driven mostly by: 1. The desire of some people to have AWS stuff on their resumes. 2. The optimistic belief that the same people who couldn't figure out how to manage normal servers in 10+ years will figure out how to design good serverless apps in a few month.
