I think this stems from the fact that IT in government is still treated as a cost rather than an integral part of the business. Generally, software projects will require hundred of hours of vetting, subject matter expert analysis, political will and pressure before they even get past the approval stage. And by the time the project is approved, the process which the project was intended to modernize may have already adopted a different set of methods thereby setting the project for failure (by not meeting what was needed).
