- maxerickson 8y agoIt's gotta be both. People aren't really going to forgo energy intensive lifestyles anywhere they have the choice and each megawatt of coal is about as harmful as every other megawatt of coal. Of course, it can't be limiting development in places like India, it's gotta be shaping it in the direction of being less carbon intensive without being overly restrictive.
