Do you have ice storms in Germany? Certainly not in the Bay area. Inclimate weather reaks havok on the roads. Not such an issue in areas that don't get pounded by winter weather. We have issues in the US, but that seems a bit like complaining that the power went out for days during a hurricane, but when I went back to New York we never had issues.

The problem is that much of the intermediate-level power distribution grid is carried on poles. With the ice freezing on the power lines, a lot of them came down. The power company had people working round-the-clock, but it was just so much of the distribution grid that had failed. Even little backwater valleys (or even mountains) in the alps don't have those problems. For me, the power going out for 3 days after a bit of bad weather was just not something I had ever even heard of, never mind experienced.
