Similarity and suitability are two radically different scores. But for various reasons - including, but not limited to, the ease of calculating a similarity score - we end up conflating the two in a lot of cases.
While calculating similarity scores is getting easier by the day across a lot of content formats (think image classifiers, sentiment scores, etc), the same is not true for suitability scores.
Technically, I'd think calculating suitability would need more than just matching patterns based on some selected criteria, which is how essentially all recommendation engines work today.
