Judging from the title I would say that is about the worst advice one could give. I think most if not all problems of this nature stem from the artificial disconnect between design & implementation and the general idea of a designer as a "person who draws nice pictures". If you treat design like this, you get what you pay for (and from what I taste in the article, the term "css monkey" would be more apt).
